Construction of Hotel Complex on 1.74 Hectares Planned on the Danube Near Golubac – Municipality to Provide Land to Investor Without Compensation

The administration of the Municipality of Golubac has published a study of the economic feasibility of the alienation of publicly-owned building land without a compensation through direct bidding with HTP Plaza d.o.o. from Belgrade for the purpose of the construction of a hotel complex.

According to the published documentation, the investor plans to invest EUR 3,600,000 in the municipality of Golubac for the construction of a hotel complex with accompanying features, for which construction land of 17,458 m2 needs to be provided.

Following the analysis of the economic situation at the municipality of Golubac, where the settlement is determined to belong to the group of undeveloped municipalities with large natural potentials, but an unfavorable demographic structure when it comes to education, the lack of informal forms of education for the training of the unemployed and a trend of the populace leaving the area, the conclusion is that this announced investment would contribute to a considerable change of the bleak economic state.

Accordingly, the study concludes that, in line with Article 7 of the Decree on the conditions, the manner and the procedure by which publicly-owned building land may be alienated or leased at a price lowered than the market price, which proscribes that building land may be alienated without a compensation for the purpose of the realization of investment projects, there is an economic justification for such transactions.


It is emphasized that the market value of the land that the municipality has offered to the investor is EUR 44,089.91 at the moment.

The plan is for the future hotel complex, where 40 workers will be employed, to be built along the Danube.
