The investment team of eKapija has analyzed and formed a ranking list of the investments and investment ideas that our users found the most interesting in 2018. The results are very interesting. Some are expected, although there are plenty of surprises too, which is why we’ve decided to share this information with you.

We present the most interesting projects in the PUBLIC UTILITY INFRASTRUCTURE AND ENERGY category.

Although 2018 started with EPS` announcement of the construction and reconstruction of mini hydro power plants, the year was definitely marked by wind farms, at least according to our readers.

The wind farm of the Belgian company Elicio, which opened in mid-September in Alibunar, caused the most attention.

This investment, worth EUR 80 million, was more read than this summer`s news about the construction of the Kosava wind farm near Vrsac and the announcement of the construction of another wind farm in Alibunar by another Belgian company, Windvision Operations.

This autumn, the most important piece of news when it comes to energy was that Russia`s Gazprom had decided to have the TurkStream gas pipeline pass through Serbia.

A public utility infrastructure project also found a place on this year`s list – the announcement of the construction of the heating pipeline from Obrenovac to New Belgrade in 2019, and the year 2018 was also marked by good news about thermal power plants, among which is the announcement that, from 2020, Pancevo will not only process oil, but also produce electrical and heating power, as the city will get a heating and thermal power plant, which will produce all energy from gas.

But lets start at the beginning. The most read articles about energy and public utility infrastructure on eKapija in 2018 are:

Mini hydro power plants take the first spot, primarily the announcement of the construction of a small hydro power plant on the Moravica river in Ivanjica, made in January. The power plant should have 670 kW of installed power and produce 2.23 million kWh of power each year.

The construction should have started in March 2018, but the first steps, that is, the demolition of the concrete footbridge on the Moravica, were taken in July only.

The investor in this project is Elektroprivreda Srbije, the construction costs EUR 1.24 million, and the funds are provided from the credit of the European Bank for Reconstruction and Development (EBRD).

Three SHPP of EPS, those in Uzice, Priboj and Prijepolje, were also reconstructed within the project of the reconstruction of 15 SHPPs in Serbia, also using the proceeds from the EBRD`s loan.

The second spot on our list belongs to the opening of the Alibunar wind farm of the Belgian company Elicio, with 42 MW of power and 21 generators, which will provide 38,000 households with wind power. Aside from 21 generators, the wind farm complex also includes a substation and the power line.

The Alibunar wind farm is the first wind farm built in Serbia that features a connection to the power transfer system, the use of which will considerably reduce the emission of CO2 by 88,000 tons a year.

The third spot belongs to the first phase of the construction of the Kosava wind farm near Vrsac. Fintel Energija announced in mid-July that it was successfully carrying out the works on the third wind farm it is building in Serbia, the value of which exceeded EUR 20 million at the time, whereas the total investment amounts to EUR 120 million.

The completion of this wind farm with 20 wind generators, with 69 MW of installed power, which will produce power for 45,000 households, is expected in 2019.

The fourth spot belongs to the announcement of the construction of another wind farm in Alibunar, whose construction is planned by another Belgian company, Windvision Operations.

The construction of the Banat wind farm is planned in New Kozjak, right next to the Alibunar wind farm, and the Belgian company filed an initiative for the adoption of the decision on the preparation of the Detailed Regulation Plan for the Banat wind farm in Alibunar, for the purpose of the construction of the wind farm, in early 2018.

In the fifth spot, the decision of Russia`s Gazprom to have the TurkStream gas pipeline go through Serbia, made in late November, breaks up the domination of wind farms on our list.

According to this decision, the second leg of this pipeline will go through Russia to Turkey through the Black Sea, matching the route of the former South Stream, and then continue through Bulgaria, Serbia, Hungary and Slovakia.

The construction of this pipeline will secure gas supply in Serbia, and the first deliveries of gas to Bulgaria and Serbia should be made in 2020.

The sixth spot belongs to the only public utility infrastructure project on our list, the announcement of the construction of the heating pipeline from Obrenovac to New Belgrade, worth EUR 170 million, which Beogradske Elektrane and EPS should realize with the Chinese company Power China in 2019.

Local companies will realize 49% of this project, and the director of Beogradske Elektrane, Goran Aleksic, said that the project would considerably increase energy stability and reduce dependence on imports, primarily when it comes to natural gas.


The seventh and the eighth spot belong to wind farms once again.

In the seventh spot is the adoption of the decision made by the Government of Serbia in late December on the public interest for the expropriation of land in Kostolac for the purpose of the construction of a wind farm, announced in 2017, whereas the eighth spot belongs to the announcement that the construction of the Cibuk 1 wind farm in South Banat, in Mramorak near Kovin, with a capacity of 158 MW, on an area of 37 sqm, was going according to plan and that, as the German development organization DEG, which is one of the investors, told eKapija, its commissioning at full capacity was expected for 2019.

The ninth spot belongs to the article about the construction of the heating and thermal power plant in Pancevo, which will produce electrical and heating power from gas. As it was announced in early November, Gazprom Energy Hodling, Gazprom`s daughter company, intends to start the construction in early 2019 and complete it in the third quarter of 2020.

The aim is for the heating and electrical power produced to be used by the Pancevo Refinery, but also for all surplus electrical energy to be sold in the local and foreign markets.

This is a joint project of Gazprom Energy Holding and NIS, in which the Russian partner holds a 51% stake, whereas 49% belongs to the Serbian partner.

The 100% branch office Srpska Generacija – Novi Sad – TE-TO Pancevo was founded for the purpose of the management of the project.

The final, 10th spot belongs to the announcement made in early 2018 of the overhaul of the A4 unit at the Thermal Power Plant Nikola Tesla in Obrenovac, which was realized in August, securing stable power supply in the upcoming decades.
